This Pacific Nation Launches World's First Universal Basic Income Program Offering Cryptocurrency Payouts

This Pacific archipelago has introduced a national basic income guarantee initiative that offers quarterly payments using digital currency, in addition to more traditional options. Experts describe it as the pioneering program of its type globally.

Program Details: Regular Payments and Multiple Delivery Methods

Under the program, all eligible residents are entitled to disbursements every three months of approximately US$200. The measure is designed to alleviate financial strain on households. Initial payments were distributed in late November, with citizens having the choice how to receive the funds: via direct deposit, as a paper check, or in digital form through a government-backed blockchain wallet.

"We the government are committed to ensuring everyone benefits," said the finance minister. "This amount per citizen per quarter, totaling $800 a year, is not meant to force you to quit your job … but it’s like a morale booster for people."

Funding the Program: A Multi-Billion Dollar Endowment

This basic income program is financed by a dedicated endowment established as part of a deal with the United States. This fund holds more than $1.3bn in assets, with further funding of $500m secured through 2027. Part of the aim involves providing compensation for historical nuclear testing conducted in the region.

A Digital First: Blockchain Tech for Remote Islands

The cryptocurrency option uses a digital token linked to the American dollar. Officials developed this to address the logistical challenge of distributing money across hundreds of remote islands. "We saw the potential in what this technology can provide," remarked the finance official.

Blockchain is commonly associated with the underpinning for bitcoin, but it can also be used for traditional assets like government bonds, which underpin this digital payment scheme.

Challenges and Uptake: Internet and Systems

However, experts warn that blockchain transfers alone do not ensure financial inclusion. In a country where internet connectivity is patchy and frequently disrupted, fundamental services is a key requirement. "Improving internet coverage, increasing device ownership – such elements are the minimum for a digital economy," one analyst said.

Early figures show most recipients are opting for traditional methods. Roughly six in ten of the initial disbursements were deposited into bank accounts, with the rest issued as physical checks. Only a small number – roughly a dozen people – have signed up for the digital wallet method so far.

Local Impact: Addressing Priorities

Administrators working on the rollout have traveled to remote communities to register people. Reports suggest a lot of people spent the funds right away for basic needs like groceries. Others used the payment for festive gatherings coinciding with a local holiday.

"I know people are pleased, because you can see, there’s so much traffic, it’s like a major event is going on," observed a project official.

Past Experiments and Future Risks

This isn't the first time the Marshall Islands has explored cryptocurrency. A previous proposal to launch a national digital currency ultimately stalled after warnings from global institutions.

International observers have highlighted that while the technology is novel, it presents significant risks, including financial, legal, and image-related concerns, particularly if governance is lacking.

The success of this pioneering program remains uncertain. "Basic income programs are rare, particularly at national scale, and there are few examples that merge this economic model with a digital delivery component in a remote nation," explained a political analyst.

Nevertheless, the scheme may present clear benefits for spread-out island nations. "Where traditional financial infrastructure can be limited, a blockchain option may lower frictions and make transfers more accessible, especially for remote communities," she concluded.
