Zelensky Declares Absence of Definitive Defense Guarantee from Allies

Ukrainian President Volodymyr Zelensky says Ukraine's partners in Europe have not given him concrete pledges that they will protect his country in the case of a new Russian aggression.

"I continue to pose this critical question to every one of our allies and thus far, the answer remains elusive a definitive and straightforward response yet," he told reporters on midweek.

His comments come a day after Britain and France signed a statement of purpose on deploying troops in Ukraine should a ceasefire agreement to end the war with Russia is agreed.

However, full security guarantees have yet to be solidified. The United States, which has been spearheading initiatives to halt the offensive, was reported to have abstained from signing such a commitment at talks in Paris on Tuesday.

Outcomes from the Paris Discussions

After the Paris talks, which included some three dozen nations that form the so-called Coalition of the Willing, UK Prime Minister Sir Keir Starmer said the UK and France would "establish military hubs across Ukraine" to prevent any future incursion, while France's President Macron later said a significant number of soldiers may be sent.

Partner nations suggested that the United States would assume a leading role in monitoring a truce. But the central sticking point of territorial concessions that Ukraine is being pressured to offer to Russia as a component of the settlement terms are still being discussed.

The Russian government has not yet commented on the declaration made in the city of Paris.

Russian President Vladimir Putin launched a full-scale invasion of Ukraine in the early months of 2022, and Russian forces now occupies about one-fifth of Ukraine's land.

The President's Evolving Stance

The UK Prime Minister characterized the joint statement as "an essential component of our commitment to support Ukraine for the foreseeable future".

He added: "It establishes the pathway for the juridical structure under which allied military personnel could operate on Ukrainian soil, securing Ukraine's skies and seas, and regenerating Ukraine's armed forces for the future."

Zelensky hailed that accord as a "significant leap of progress".

Twenty-four hours afterward, however, he appeared less optimistic.

"I perceive the determination, the political resolve, and that the partners are ready, and the partners are ready to give us strong sanctions, strong security guarantees," he said when questioned if European countries would come to Ukraine's aid.

"But as long as we don't have such binding security pacts - legally binding, supported by parliaments, supported by the United States Congress - this crucial issue cannot be answered. And even if they do, you must ultimately depend primarily on your own strength."

Unresolved Issues and Ongoing Conflict

The Paris talks were also significant owing to the presence of envoys from former President Trump's administration, Steve Witkoff and Jared Kushner.

Witkoff said the participating countries "largely finished" their work on agreeing security protocols.

Last week, Zelensky said a settlement was "90% ready".

Territorial concessions and defense pledges have been at the center of outstanding matters for negotiators.

Putin has repeatedly warned that Ukraine's military must withdraw from the entirety of the Donbas region or Russia will seize it, dismissing potential concessions over how to conclude hostilities.

The Ukrainian President has thus far rejected ceding any territory, but has suggested that Ukraine could redeploy its forces to an established line - but provided that Russia reciprocated the action.

Russian forces now holds about 75% of the Donetsk region, and some 99% of the adjacent Luhansk region. The two regions constitute the Donbas industrial heartland.

Attacks have been escalating against Ukrainian cities - particularly targeting power facilities. Moscow is also achieving incremental advances in capturing more Ukrainian territory.

Ukrainian forces have retaliated at objectives inside Russia with unmanned aerial vehicles, albeit with varying degrees of effectiveness.
